Protest music in the 60's?

During the civil rights movement in the sixties why did popular music from the black community not reflect the turmoil they were living through? The protest music was coming from white musicians such as Bob Dylan and Judy Collins. There must be an underlying reason. Doo Lister's Blues reflects one possible answer.
